Choosing a Higher Ed Marketing Agency: What makes a partner the right fit?

This is the first in a three-part series on choosing a digital enrollment marketing partner. We start with what “fit” really means: finding a partner that understands the entire student journey and can connect the channels, technology, data, and emerging AI experiences that shape it.

Search for the "best digital marketing agency for higher education" and you'll find dozens of "Top 10" lists, many written by agencies ranking themselves or by publishers paid to promote the highest bidder.

Here’s a better way to go about it, ask: can this partner run the whole ecosystem, not just pieces of it?

Students don’t experience your school as a set of channels. They find you in the menagerie of social media, paid ads, your website, friends’ and family’s opinions, ranking sites, and AI tools, long before they ever reach out to admissions.

The agencies worth partnering with are the ones that see the big picture, have a working knowledge of all its moving parts, and have a deep understanding of how your prospective students think. They are the ones who can connect all that into one cohesive experience and create an unforgettable student journey that leads to your school.

Why "best" is the wrong mindset

Higher education enrollment marketing isn't a single discipline. It spans graduate and undergraduate recruitment, transfer pathways, online and continuing education, international admissions, athletics, advancement, and institutional branding.

An agency that drives graduate certificate leads for an online program may have little experience with the multi-year, relationship-driven cycle of undergraduate admissions at a residential liberal arts college. What’s “best” for you is the one that meets your needs.

Orchestration is the key

It’s easy to start your search with a checklist of channels: SEO, paid search, social, email. They’re skill sets that matter, but they’re shy of the point: Students don’t see you as any one channel. Theirs is a journey of touch-points that either moves them forward, leaves a gap, or drops them off the map.

The strongest partners don’t operate within the confines of just one channel. They help you orchestrate the whole thing, from the ad that points to a program page built to answer the question it raised, to the inquiry that routes into your CRM with context intact, to the follow-up that admissions can actually act on.

So what should you look for in a partner? An agency that can navigate higher ed's particular challenges:

  1. Understanding the full student journey. A prospective undergraduate journey can take 12 to 18 months, spanning research across search, social, campus visits, and ranking sites before ever reaching admissions. Then there’s fielding financial aid, individual departments, faculty, and other hurdles. Graduate and online programs often move faster but still need several touches before an inquiry becomes an application. The right partners know how to clear the path for students on those journeys.

  2. Connecting marketing, technology, and enrollment. Your website, CRM, analytics, advertising platforms, and enrollment operations probably aren’t run by the same team, much less organized to talk to one another in a clean, clear, concise fashion. This can make tracking and measurement especially challenging. Look for a partner that understands how everything works together and can identify where disconnected technology, data, or processes are getting in the way.

  3. Orchestrating channels around the student, not the campaign. A prospective student doesn't follow a linear path. They bounce between search, social, paid media, email, your website, third-party sources, and admissions outreach. A strong partner thinks beyond channel performance to the experience you’re creating across all of them, and ensures they all work to move that student closer to a decision; the decision to choose your school.

  4. Accounting for AI as part of the ecosystem. A prospective student might ask ChatGPT or Gemini to compare programs before they ever land on your site. Those tools pull from your content, but also from third-party reviews, ranking sites, and news coverage you don’t control. Look for a partner that can evaluate how your institution is actually showing up in AI-generated answers, understand which sources and signals are shaping those answers, and identify where you have opportunities to improve your visibility. AI shouldn’t be treated as a standalone tactic; it should be understood as another increasingly important part of the enrollment ecosystem.

The right partner can see across all of this, identify where connections are weakest, and strengthen the whole system. They optimize for the whole, instead of just one piece. That’s the test to apply to anyone you’re evaluating: not “are they the best at this channel?” but “can they see the whole student journey and make the pieces work together?”

What's next

Knowing what a strong partner should be able to do is one thing. Knowing whether an agency can actually pull it off it is another. What should you be looking for?

In Part 2, we’ll look at the signals to watch for when evaluating agencies, the patterns we’ve seen when partnerships go wrong, and how to tell whether a partner truly understands higher ed enrollment.
